Gary Parsons

Gary Parsons, P.Eng.

Senior Chemical Engineer

Gary joins Barr with 16 years of experience with the oil and gas industry, including serving in operations, development, and leadership roles. Prior to joining Barr, he gained process engineering experience in multiple roles for Suncor Energy, including at its Fort Hills oil sands mine, where he served as lead process engineer during the commissioning and startup and operation phases of the project.

In Denver

Kenan Bisic

Kenan Bisic

Senior Chemical Engineer

Kenan has 10 years of experience with air-quality and other types of environmental permitting and compliance, gained working directly for and as a consultant to the oil and gas industry. He joins Barr from MPLX (a subsidiary of Marathon Petroleum Corporation), where he was responsible for air-quality emission calculations, permitting, compliance, and reporting. In addition, he managed a regional tank-emissions program and led the migration of compliance data from an acquired company’s Intelex system.

Kenan is well-versed in regulatory and permitting mechanisms of several states, particularly Colorado, Utah, Texas, Oklahoma, Montana, North Dakota, and Michigan, as well as for tribal lands. Having worked at natural-gas and crude-oil facilities, he’s familiar with numerous aspects of the fuels sector, including exploration and production, gathering and boosting, processing, transmission and storage, and rail transport.

Rob Mellon

Rob Mellon, PhD, PE

Senior Process Engineer

Rob provides Barr’s clients with insights and perspectives gained from more than 25 years of experience with chemical and process engineering. He spent over a decade as a senior project engineer for a major research company in Colorado, where his work involved process development, program management, experimental design, computer modeling, and project management. Rob has developed mass and energy balances and provided engineering support for hydrometallurgical, thermal, and biofuels pilot plants. Most recently, he has focused on assisting with a mine water treatment program, designing and constructing pilot plants for experimental efforts in Arizona, and establishing a process research and development facility.

Chotipong Somrit

Chotipong Somrit, PhD

Senior Mining Engineer

Based in Phoenix, Arizona, but aligned with Barr's Denver office, Chotipong has specialized in strategic and long-term mine planning for open-pit and underground mines for 15 years, including eight years with Newmont at facilities in Nevada and Colorado. Chotipong has experience performing economic-analysis and investment-evaluation models for mining projects and conducting prefeasibility and feasibility studies. He earned his PhD in Mining and Earth Systems Engineering from the Colorado School of Mines and has experience with Vulcan, MineSight, Minemax, and GEOVIA Whittle.

Al Parrella

Senior Wastewater Technician

Al joins Barr with more than 42 years of wastewater treatment experience, including more than two decades in the management of the Western Lake Superior Sanitary District (WLSSD) treatment plant in Duluth, Minnesota. Before joining Barr, he directly and indirectly supervised more than 50 WLSSD employees for over a decade and also served as the Class A operator record of the 48-million-gallon-per-day (MGD) WLSSD wastewater treatment plant for 15 years.

Ed Galbraith

Senior Environmental Consultant

Ed returns to Barr as a senior environmental consultant after a brief time at a consulting firm in St. Louis and four years at the Missouri Department of Natural Resources. Across 30 years in the public and private sectors, Ed has managed projects in such areas as fuels, power, mining, public entities, manufacturing, and waste management. For Barr, he will assist clients with projects involving environmental permitting and review, regulatory compliance, and stormwater management.

In Minneapolis

Stephanie Johnson

Stephanie Johnson, PhD, PE

Senior Water Resources Engineer

Stephanie joins Barr with two decades of experience in water resources planning, hydrology and hydraulics, water quality modeling and analysis, green infrastructure, stakeholder coordination, and GIS. She served as director of the Surface Water and Sewers Division of Public Works at the City of Minneapolis and as projects and outreach director at the Mississippi Watershed Management Organization. In the latter role, Stephanie oversaw the creation of comprehensive hydrologic and hydraulic models and water quality models for the watershed, using the models to identify pipeshed needs and plan stormwater management projects.
