helping prepare a site with multiple environmental issues for future development

When the City of Edina purchased a property for future development, they hired Barr for a Phase I environmental site assessment prior to completing the sale. Previous assessments by other firms had not identified recognized environmental conditions at the site, but Barr’s Phase I confirmed the potential for contamination from a former dry cleaner. We then performed a Phase II investigation in multiple phases.

The investigations identified elevated soil-gas and soil concentrations associated with perchloroethylene (PCE), a former dry cleaning chemical. The site was then enrolled in the Minnesota Pollution Control Agency’s Voluntary Investigation and Cleanup (VIC) program, and Barr prepared a response action plan (RAP) that included excavation of soils with elevated organic vapor readings. When soils were excavated, an underground storage tank was discovered and was disposed as a hazardous waste. Asbestos was also discovered at the site, and the excavation was stopped to analyze and properly dispose the suspect materials.

Barr summarized the response actions in a RAP implementation report, and two months later, the MPCA issued a “no further action” determination for the site.
