From 2013 to 2017, Barr assisted the Fargo-Moorhead Diversion Authority with detailed design for the Oxbow-Hickson-Bakke levee, 50-cubic-feet-per-second pump station, gatewell, and 60-inch-diameter gravity drain features. Our team coordinated with the project management consultant, local stakeholders, and the U.S. Army Corps of Engineers to advance the design. Bidding documents were developed in 2017. In addition to supporting value-engineering studies, we developed conceptual construction schedules and milestone dates to minimize disturbances to local residents and businesses and to maintain emergency-vehicle and school-bus routes on county highways in and out of rural communities.

Barr also served as the project-wide geotechnical engineer on the consultant team for the Oxbow-Hickson-Bakke ring levees. We coordinated field investigations; conducted levee setback analysis, stability analysis, and settlement analysis; provided gatewell pre-consolidation surcharge design; and designed the wick drain and foundation.
