In 2017 Magellan Midstream Partners decided to expand its refined petroleum terminal near Rochester, Minnesota. The size of the expansion—which included constructing a 5,000,000-gallon above-ground storage tank, adding a third bay to the truck-loading rack, and replacing the single-stage vapor combustion unit with a two-stage VCU—triggered environmental review under Minnesota Pollution Control Agency (MPCA) jurisdiction.
Magellan turned to Barr prepare an Environmental Assessment Worksheet and permit applications to support the project. We guided Magellan through the process by helping their staff understand the steps to apply for all necessary permits as well as the environmental review process led by the MPCA. We started by meeting with Magellan personnel to review existing data useful for preparing the EAW and to identify data gaps, inaccuracies, and deficiencies. We also helped Magellan prepare permit applications related to air, construction stormwater, water appropriations, and NPDES/SDS. Barr was able to use in-house experts for all of the services, eliminating the need for subcontractors.
